SECOND ADDENDUM TO THE MEMORANDUM OF UNDERSTANDING ON THE COLLABORATION AMONG THE STATE FUNDING AGENCIES OF BAHIA. GOÍAS, MARANHÃO, MATO GROSSO DO SUL, MINAS GERAIS, RIO DE JANEIRO, RIO GRANDE DO NORTE, RIO GRANDE DO SUL, SÃO PAULO, AMAZONAS, ESPIRÍTO SANTOS, MATO GROSSO, PARANÁ, TOCANTINS, SANTA CATARINA, PERNAMBUCO, ALAGOAS, PARÁ, CEARÁ, SERGIPE, DISTRITO FEDERAL AND THE BILL & MELINDA GATES FOUNDATION TO PROMOTE INNOVATION FOR GLOBAL HEALTH IN DEVELOPING COUNTRIES

The Addendum to the Memorandum of Understanding, hereinafter referred to as MoU, between the Parties above-mentioned is signed under the scope of National Council of State Funding Agencies, hereinafter referred to as CONFAP, located at Centro Empresarial Norte – Setor de Rádio e TV Norte – Quadra 701, Conjunto C, 124, Ala B, Sala 213 – Asa Norte, Brasília, Distrito Federal, here represented by its President, Odir Dellagostin, between the State Funding Agencies, hereinafter referred to as FAPs, of Bahia, Goías, Maranhão, Mato Grosso do Sul, Minas Gerais, Rio de Janeiro, Rio Grande do Norte, Rio Grande do Sul, São Paulo, Amazonas, Espírito Santos, Mato Grosso, Paraná, Tocantins, Santa Catarina, Pernambuco, Alagoas, Pará, Ceará, Sergipe and Distrito Federal here represented by their respective Presidents, and the Bill & Melinda Gates Foundation, hereinafter referred to as Gates Foundation, located at 500 Fifth Avenue North Seattle, WA 98109, United States, here represented by its Global Health Program President Trevor Mundel. From this moment, the signatory State Funding Agencies and Gates Foundation will be hereinafter referred jointly or individually as Parties or Party.

WHEREAS the Mission of the State Funding Agencies signed below is to promote Science, Technology and Innovation to promote the economic development of its States;

WHEREAS the Gates Foundation is a grantmaking organization that is committed to accelerating the development of lifesaving advances in global health, development and nutrition to reduce the burden of disease in developing countries in furtherance of its mission to ensure that all lives have equal value;

WHEREAS the State Research Foundations and the Gates Foundation wish to collaborate to alleviate some of the world’s most critical global health and development issues;

WHEREAS innovative approaches in data science to drive the development of public health policies based on evidence

WHEREAS the First Addendum to the Memorandum of Understanding was signed in 11/30/2016 and aimed to extend the deadline of the Memorandum of Understanding between the Parties until November 29, 2021 and to include the State Funding Agencies of Alagoas, Pará, Ceará, Sergipe and Distrito Federal.

The Parties agree:

Article 1st

This Addendum is the second Addendum to the MoU signed between the State Funding Agencies, hereinafter referred to as FAPs, of Bahia, Goiás, Maranhão, Mato Grosso do Sul, Minas Gerais, Rio de Janeiro, Rio Grande do Norte, Rio Grande do Sul, São Paulo, Amazonas, Espírito Santos, Mato Grosso, Paraná, Tocantins, Santa Catarina, Pernambuco, Alagoas, Pará, Ceará, Sergipe and Distrito Federal and Gates Foundation on December 1st, 2011 whose purpose is to promote mutual cooperation among the Parties.

Article 2nd

The first objective of this Addendum is to agree that the term of the MoU between CONFAP and Gates Foundation will be extended as of November 29, 2021 until November 28, 2026.

The Parties agree to the starting date regardless of the date of signature by their Representative by DocuSign.

The Addendum will remain valid for a five-year period. At the end of this period, the present may be extended by a five-year period through a new Addendum signed by the Parties and representatives of FAPs.

Article 3th

The second objective of this Addendum is to confirm the support of CONFAP, through the participating FAPs in the partnership, to the Grand Challenge Explorations calls for proposals, hereinafter referred to as GCE, exclusive to Brazilian researchers and Grand Challenges Program, hereinafter referred to as GC Program.

The financial support of the participating FAPs to the selected projects in its State in the GCE´s call for proposals ranges from 25% to 50% of the financial support by the Gates Foundation.

Article 4th

The Parties reaffirm the CONFAP´s role in the partnership is:
• Act in the coordination between the Gates Foundation and the participating FAPs;
• Organize and participate in seminars and workshops related to the GCE and GC program call for proposals
• Disseminate the call for proposals launched by the Gates Foundation to the Brazilian Scientific Community, as forseen in the MoU.

After each GCE or GC proposals are selected, the CONFAP will verify with FAPs the ones that are interested in participating in the activity.

Article 5th

The Parties agree that an eventual termination of this partnership will not entail financial losses for the ongoing projects approved under GCE or GC call for proposals.
