  Duas oportunidades para Treinamento Técnico nível I com Bolsa FAPESP estão disponíveis no âmbito do Projeto de Auxílio à Pesquisa “Sobrevivência Ministerial na Política Externa do Cone Sul” (Processo FAPESP nº 2018/18278-9), sob a coordenação do Prof. Dr. Pedro Feliú Ribeiro

  O projeto busca analisar a relevância de fatores sistêmicos e domésticos no padrão de sobrevivência dos ministros de política externa do Cone Sul de 1945 aos dias atuais, comparando a política externa com as áreas de economia, educação e saúde. Colaborando com uma crescente literatura de política externa cuja unidade de análise é a liderança individual, objetivamos construir uma base de dados inédita com todos os ministros e ministras de política externa, economia, educação e saúde de Argentina, Bolívia, Brasil, Chile, Paraguai e Uruguai. Por meio de regressões de Cox queremos testar o efeito de variáveis sistêmicas como a guerra fria, a proximidade diplomática com os EUA e fatores domésticos como o pertencimento ao partido do presidente, o regime político e a popularidade presidencial na longevidade do cargo de ministro de política exterior. Além disso, buscamos entender se há diferença entre a política externa e a política doméstica na estabilidade administrativa, comparando a política externa com políticas públicas de elevada proximidade com o cidadão. Este projeto busca contribuir empiricamente para a compreensão da estabilidade das lideranças da política externa do Cone Sul, elemento crucial na formulação e execução de uma política coerente no longo prazo.

  O candidato irá realizar suas atividades junto ao CAENI (Centro de Estudos das Negociações Internacionais), um NAP (Núcleo de Apoio à Pesquisa) do Instituto de Relações Internacionais da USP, sob a supervisão do Prof. Pedro Feliú Ribeiro. 

  As bolsas terão duração de 12 meses e a(o) participante será avaliada(o) de acordo com as normas da FAPESP. A(o) candidata(o) selecionada(o) receberá Bolsa de Treinamento Técnico I (TT-1) da FAPESP no valor de R$ 439,60 mensais. A Bolsa TT-1 é destinada para alunos de graduação, sem reprovações em seu histórico escolar e sem vínculo empregatício, com dedicação de 15 horas semanais às atividades de apoio ao projeto de pesquisa, sem que haja prejuízo em seu desempenho acadêmico.

  Atividades específicas para a(o) candidata(o)

  O bolsista irá desenvolver fundamentalmente duas atividades principais: coleta de dados e treinamento na utilização de software estatístico para realização da análise de sobrevivência. As atividades, compreendidas em 15 horas semanais, devem ser conduzidas no CAENI, possibilitando a interação e discussão sobre a pesquisa com outros pesquisadores. A produção de relatório de pesquisa, seguindo as normas da FAPESP, também constitui atividade da bolsista. 

  Requisitos para a(o) candidata(o):

  i) Graduação em Relações Internacionais, Ciências Sociais, História, Geografia, Estatística, Matemática, Economia, Administração, Jornalismo e afins, sem reprovações no seu histórico escolar;
  ii) Não ter vínculo empregatício e se dedicar 15h por semana ao projeto;
  iii) Interesse na manipulação de dados e pesquisa empírica em Política Externa;
  vi) Disponibilidade para iniciar o Treinamento Técnico-I assim que o Termo de Outorga da FAPESP for assinado.

  Two opportunities for Level I Technical Training with scholarships funded by the São Paulo Research Foundation (FAPESP) are available under the Research Project "Ministerial Survival in the Foreign Policy of the Southern Cone" (grant number 2018 / 18278-9), under the coordination of Prof. Dr. Pedro Feliú Ribeiro. 

  The project seeks to analyze the relevance of systemic and domestic factors in the pattern of survival of the foreign ministers of the Southern Cone from 1945 to the present day, comparing foreign policy with the areas of economy, education and health. Collaborating with a growing foreign policy literature whose unit of analysis is individual leadership, we aim to build a database with all the ministers of foreign policy, economics, education and health of Argentina, Bolivia, Brazil, Chile, Paraguay and Uruguay. Through Cox regressions we want to test the effect of systemic variables such as the Cold War, diplomatic proximity with the US, and domestic factors such as membership of the president's party, political regime, and presidential popularity in the longevity of the post of foreign policy minister. In addition, we seek to understand if there is a difference between foreign policy and domestic politics in administrative stability, comparing foreign policy with public policies that are close to the citizen. This project seeks to contribute empirically to the understanding of the stability of the Southern Cone foreign policy leaders, a crucial element in the formulation and implementation of a coherent policy in the long term. 

  The candidate will perform his activities at the International Negotiation Studies Center (CAENI), a NAP (Research Support Center) of the Institute of International Relations of USP, under the supervision of Prof. Pedro Feliú Ribeiro. 

  The scholarships will last for 12 months and the participant will be evaluated according to FAPESP regulations. The selected candidate will receive FAPESP Technical Training Grant I (TT-1) in the amount of BRL439.60 per month. The TT-1 Scholarship is intended for undergraduate students, with no school history and no employment relationship, with dedication of 15 hours a week to the activities supporting the research project, without any loss of academic performance. 

  Specific activities for the candidate(s) 

  The candidate will develop two main activities: data collection and training in the use of statistical software to perform survival analysis. The activities, comprised of 15 hours per week, should be conducted at CAENI, allowing the interaction and discussion of the research with other researchers. The production of a research report according to the rules of FAPESP also constitutes activity of the scholarship holder.

  Requirements for the candidate: 

  i) Graduation in International Relations, Social Sciences, History, Geography, Statistics, Mathematics, Economics, Administration, Journalism and the likewise, without reproaches in their school history;
  ii) Do not have employment and dedicate 15 hours per week to the project;
  iii) Interest in data manipulation and empirical analysis in foreign policy;
  vi) Availability to start the Level I Technical Training once the FAPESP Grant Term has been signed.
