FAPESP/BAYLAT Call for Proposals 2014 with the SPRINT – 1st Edition 2014  

GUIDELINE BAYLAT

The São Paulo Research Foundation (FAPESP) and the Bavarian State Ministry of Education, Science and the Arts of the Free State of Bavaria, (StMBW), Bavaria, Germany represented by the Bavarian University Center for Latin America (BAYLAT), Bavaria, Germany, signed a Cooperation Agreement for Research on April 11, 2012, aiming to implement scientific and technological cooperation between researchers from Bavaria, Germany and from the State of São Paulo, Brazil, through the funding of joint research projects.

FAPESP and BAYLAT are very glad to launch this third Call for Proposals that indicate the success of this collaboration and their results helping to increase the mobility of researches and thus generating further scientific and academic cooperation between the partner regions of the State of São Paulo and Bavaria.

Under the referred Agreement, as an action to promote such collaboration, FAPESP and BAYLAT make public this Call for Proposals for the exchange of faculty, postdoctoral researchers, and Ph.D. fellows, under the terms and conditions of the FAPESP/BAYLAT Call for Proposals 2014 within the SPRINT 1 st Edition 2014 (http://www.baylat.org/programme.html) and hereinafter set forth.

1. Eligibility from BAYLAT side

1.1 Eligibility to submit proposals within the scope of this Call:

a. Principal Investigators (PI) of Bavarian Universities that have an established cooperation with an Higher Education and Research Institutions in the State of São Paulo or a Letter of Intent on that respect.

b. BAYLAT will only accept one application per related ongoing research project. Likewise, each PI can present only one proposal to this Call.

1.2 Eligibility for the exchange activities within the scope of this Call

a. The Research Projects should involve up-and-coming young scientist (starting at the level of PhD fellows)

2. Fields of knowledge

This Call for Proposals invites research proposals in all fields of knowledge.

3. Duration of the project for the exchange of researchers

The maximum duration of each project is 24 months, non-extendable.

5. Funding principles

5.1 BAYLAT will provide the selected projects funds for travels (air tickets) and living allowances for researchers from Bavaria visiting the State of São Paulo, according to item 1.2a.

5.2 BAYLAT will support the researchers from the Free State of Bavaria in scientific missions in the Partner Institution in the State of São Paulo, and FAPESP will support the researchers from the State of São Paulo carrying out the scientific missions in the Free State of Bavaria.

5.3 The grant must be used for activities as exchange of researchers, visits to research planning, international workshops and initial activities of data collection.

5.4 FAPESP will provide funding of up to the equivalent of up to € 5.000,00 (five thousand Euros) per proposal per year and BAYLAT will provide funding of up to € 5.000,00 (five thousand Euros) per proposal per year, for the duration of the grant to cover research-related mobility expenses, under the provisions of Clause 6 of the Scientific Cooperation Agreement established by the Parties (www.fapesp.br/6895 and www.fapesp.br/en/6896).

5.5 The Parties expected to support at maximum 10 proposals.

6. Proposal Characteristics

The proposal, in English, consists of an identical research project to be submitted to both Parties and the required documentation for each Party (FAPESP and BAYLAT), under the terms and conditions hereinafter set forth.

6.1 A research project with a maximum of five (5) pages of scientific content, with one copy sent to BAYLAT and another copy sent to FAPESP, including the following items:

6.1.1 Proposed exchange activities:

a. A substantive description of the exchange activities, emphasizing their relevance;

b. A timeline for each specific exchange mission, considering the limit of missions and resources established in this Call;

c. Performance indicators for the planned activities;

d. A description of each candidate’s contribution to the mission, explaining their expertise to carry out the foreseen activities;

e. Foreseen actions adding to the impact of the exchange for the institution in Bavaria and for the Host Institution in the State of São Paulo, e.g. by means of seminars, short courses and visits to other institutions that carry out research activities in cognate areas;

f. The proposal submitted to BAYLAT shall be accompanied by an abstract in German.

6.2 In addition to the above referred research project, the proposal must include the following items:

6.2.1 For BAYLAT:

a. Research Proposal Form;

b. CV Summaries of the Principal Investigators on both sides and of all candidates for the exchange activities;

c. Budget forms;

d. Worksheet with the candidates for the exchange missions;

e. A Letter of Agreement between the Higher Education and Research Institution of Bavaria and the Higher Education and Research Institution in the State of São Paulo to which the PI from São Paulo is affiliated, including Intellectual Property rights, confidentiality, and publication, agreement, in observance of the policies of each funding Party. The Letter of Agreement is not mandatory for the submission of proposals, but no approved project will be contracted before the presentation of a copy of the signed Agreement.

7. Eligible Items

BAYLAT will provide the selected proposals with funds for travel (air tickets) and living allowances for researchers from the Free State of Bavaria that will visit the Partner Institution in the State of São Paulo according to item 7.1 below.

7.1 Eligibility for the exchange activities within the scope of this Call: The team members of the related research awards are eligible when previously defined in the ongoing process as:

a. Principal or Co-Principal Investigators;

b. Associated Researchers affiliated to Higher Education and Research Institutions in the Free State of Bavaria.

7.2 The proposals must aim to respect the principle of reciprocity with regard to academic qualifications of those who will take part in the exchange activities.

8. Submission of proposals

8.1 The proposal must be submitted by the deadline stated in section 4 above, to BAYLAT by the PI from Bavaria and to FAPESP by the PI from the State of São Paulo. The proposal submitted to BAYLAT and the perspective partner institution of the State of São Paulo must be identical, one being a copy of another.

8.2 No proposal will be accepted after the closing date for submission, nor will any addendum or explanation be accepted, unless those explicitly and formally requested by FAPESP or BAYLAT.

8.4 Proposals submitted by any other means will not be accepted. Late submissions will not be returned.

9. Analysis and selection

9.1 Each Party will select the proposals according to its own procedures. Only the proposals selected by both Parties can be funded.

9.2 The proposals will be pre-qualified and, subsequently, analyzed by way of a competitive process which will evaluate the merit and relevance of the project, the capacity of the proposed project to leverage further research funding, and the strategic research aims of the Partner Institution.

9.3 Proposals that do not comply with the terms of this Call will not qualify for analysis. 

10. Result of the analysis

Final results will be announced on BAYLAT (www.baylat.org) web portals and by means of a communication to the interested PIs.

11. Contract for selected projects

To BAYLAT: Selected proposals will be the object of a grant contract with BAYLAT to be signed by the Bavarian PI and a representative of the Higher Education and Research Institution to which he/she is affiliated (“Zuwendungsvertrag”).

12. Grant cancellation

BAYLAT may cancel funding if, during the grant timeframe, a fact is of sufficient gravity to justify cancellation, at the discretion of the program directors, without prejudice of any other appropriate actions.

13. Information about this Call at BAYLAT

13.1 The proponent who does not appeal against the terms of this Call for Proposals until the second weekday before the closing date set for proposals submission will forfeit the right to do so. The appeal filed by the proponent who, having accepted the Call with objection, points out fortuitous failures or imperfections after the analysis shall not be effective as an appeal.
