FAPESP - UNIVERSITY OF VICTORIA CALL FOR RESEARCH PROPOSALS 2013

Public Call for Proposals for the support of research projects involving the Exchange of Researchers under the Scientific Cooperation Agreement between the São Paulo Research Foundation (FAPESP) and University of Victoria (UVic), Victoria, BC, Canada.

1. Introduction

FAPESP and UVic invite interested researchers affiliated with the University of Victoria and researchers affiliated with Higher Education and Research Institutions in the State of São Paulo, who are, in addition, Principal Investigators of ongoing research projects funded by FAPESP within the following support lines: Regular Research Awards, Thematic Projects, Young Investigators, or Research, Innovation and Dissemination Centers (CEPIDs/RIDCs), to submit research proposals for the exchange of researchers between the State of São Paulo and UVic, under the terms and conditions hereinafter set forth.

2. Purpose

The purpose of this Call is to define the conditions for submission of proposals for exchange of researchers from the State of São Paulo, Brazil, and from UVic, within the scope of the Cooperation Agreement between FAPESP and UVic. This Call for Proposals is being announced simultaneously by FAPESP and UVic.

3. Eligibility

Researchers regarded as eligible to submit proposals within the scope of this Call are:

3.1  FAPESP: Principal Investigators of ongoing research projects funded by FAPESP within the support lines: Regular Research Awards, Thematic Projects, Young Investigators, or Research, Innovation and Dissemination Centers (CEPIDs/RIDCs).

3.2  University of Victoria: Regular faculty members at UVic.  An adjunct faculty member at UVic will also be considered eligible if their term of appointment at the start of the project extends beyond the duration of the project.

3.3  Proposals should include the names of the researchers from both the State of São Paulo and UVic and clearly state the mutual benefits of the collaboration.

4. Fields of knowledge

This Call for Proposals invites research proposals in all fields of knowledge.

6. Duration of the project for the exchange of researchers

The activities foreseen in this project must start within the timeframe of the main FAPESP research grant. The maximum duration of each project is 24 months, non-extendable.

7. Funding principles

7.1  FAPESP and UVic will each provide funding of up to Can$10,000 per proposal per year, for the period established in the award, to cover reasonable research-related expenses including mobility expenses, under the provisions of the Cooperation Agreement between FAPESP and UVic (www.fapesp.br/en/6937).  The number of projects funded is limited to three (3) for this call.

7.2  FAPESP will provide the selected proposals with funds for travel (air tickets), health insurance and living allowances for researchers from the State of São Paulo that will visit UVic.

7.3  UVic will provide the selected projects with funds for travel (air tickets), health insurance, and living allowances for researchers from UVic visiting the State of São Paulo subject to the eligible expense guidelines for UVic Internal Research / Creative Project Grants.

8. Proposal characteristics

Each proposal, submitted in English, shall contain:

8.1  Research Proposal form, Researcher’s Registration form (FAPESP) and Research Application Summary Form (UVic).

8.2  Summary of the CV of the Principal Investigators and collaborating researchers on both sides, FAPESP and UVic (bio sketch instructions at www.fapesp.br/en/6937).

8.3  Budget worksheets specifically designed for this Call (please enclose detailed budget according to FAPESP standards – worksheet available for download at www.fapesp.br/chamadas/uvic/budgetworksheet.xlsx

8.4  Research project with a maximum of five (5) pages of scientific content, including the following items:

8.4.1 Summary of the project to which the proposal is related, including current and expected results;

8.4.2 Description of which lines of activity of the ongoing project of the PI in São Paulo related to the proposal will benefit from the exchange;

8.4.3 Description of which lines of activity of the ongoing or proposed project of the PI at UVic will benefit from the exchange.

8.4.4 Description of each researcher and institution involved in the State of São Paulo and of each researcher involved at  UVic;

8.4.5 Description of the expected academic gains for the project as a result of the proposed cooperation, emphasizing their singularity and specificity;

8.4.6 Details of the activities foreseen in the exchange, objectively described, including justification and relevance, and the definition of the corresponding performance indicators. The role of the technical team from the executing institution must be explained;

8.4.7 Description of infrastructure and financial resources available for developing the research project in São Paulo and Canada, excluding the mobility expenses requested in the proposal;

8.4.8 Actions to add to the impact of the exchange in the research activity in the State of São Paulo and at UVic, by means of seminars, short courses, visits to other institutions that carry out research activities in cognate areas;

8.4.9 Timeline of each mission, provided that the total number of missions per year does not surpass the funds stipulated in the seventh clause of this call for proposals;

8.4.10 Official document stating the formal commitment of UVic guaranteeing the availability of the facilities and equipment to develop the project (for researchers in São Paulo this is already stated in the submission form that must be signed by the institution’s Director).

8.4.11 Official document stating agreement with the provisions of item 10 of the cooperation agreement, related to “Intellectual Property”.

9. Submission of proposals

9.1 Each proposal must be submitted, before the deadline specified in section 5, both to FAPESP by the Principal Investigator from the State of São Paulo and to UVic by the Principal Investigator from UVic.

9.1.1 The Research Proposal, described in item 8.4 must be in the form of one single 5 page document written by the Principal Investigator in State of São Paulo and the Principal Investigator in UVic;

9.1.2 Submissions to FAPESP must be in the form of a Regular Research Award related to the ongoing project (enter information in the field 6 of the FAPESP form for Regular Research Grant of the submission form). This grant must be exclusively directed to this call and abide by its rules. Submissions to FAPESP can only be accepted in paper, via mail (not through the on-line system SAGe);

9.1.3 Submission to UVic must be in the form described above and submitted to the UVic Office of Research Services with a completed Research Application Summary Form.

9.2  Proposals not received by both Parties before the deadline or not in conformity to the specifications herein will not be reviewed.

9.3  Each Party will select the proposals according to their own procedures.

9.4  Only the proposals selected by both Parties will be funded.

9.5  No proposal will be accepted after the closing date for submission, nor will any addendum or explanation be accepted, unless those explicitly and formally requested by FAPESP or UVic.

9.6  Submission must be sent to:

9.6.1 On the FAPESP side: all proposals either related to grants processed via FAPESP’s electronic system (SAGe), or not, shall be sent to FAPESP in paper copy, to the following address: Rua Pio XI, 1500, Alto da Lapa, CEP 05468-901 – São Paulo/SP, with “Chamada UVIC-FAPESP” written on the envelope.

9.6.2 On the UVic side: proposals should be sent to the Office of Research Services in paper copy delivered by hand or by campus mail.

9.7  Proposals submitted by any other means will not be accepted.

10. Analysis and selection

10.1 FAPESP: The process of analysis, qualification and selection of the proposals received at FAPESP will be carried out by an ad hoc committee especially appointed by the Foundation’s Scientific Director. 

10.2 UVic: The Associate Vice-President International and the Associate Vice-President Research will convene a similar ad hoc committee to consider proposals received at UVic.

10.3 The proposals will be pre-qualified and, subsequently, reviewed by way of a competitive process which will evaluate the merit and relevance of the project and the academic excellence of the applicants, the relation of the proposed project to the ongoing project funded by FAPESP, and the interest of the institutions that will host the project.

10.4  Proposals which do not comply with the terms of this Call for Proposals will be considered “not qualified”.

10.5 Only the proposals selected by both FAPESP and UVic will be funded.

11. Result of the analysis

Final results will be announced simultaneously on FAPESP (www.fapesp.br) and UVic (www.uvic.ca/research) web portals and by means of a communication to the interested parties.

12. Contract for selected projects

The selected proposals will be the subject to a research agreement in writing to be signed by FAPESP and the Principal Investigator in São Paulo and to an agreement in writing to be signed by the UVic Principal Investigator and UVic.

13. Grant cancellation

FAPESP or UVic may cancel funding if, during project implementation, a matter is of sufficient gravity to justify cancellation, at the discretion of the FAPESP Scientific Board of Directors or the UVic Vice-President Research, without prejudice of any other appropriate actions.
