FAPESP-BAYLAT/STMWFK - CALL FOR PROPOSALS 2012

Public Call for Proposals for the support of research projects involving the Exchange of Researchers under the Scientific Cooperation Agreement between the São Paulo Research Foundation (FAPESP), São Paulo, Brazil, and the State Ministry of Sciences, Research and the Arts of the Free State of Bavaria, (STMWFK), Bavaria, Germany represented by the Bavarian University Center for Latin America (BAYLAT), Bavaria, Germany.

1. Introduction

FAPESP and BAYLAT make public this Call for Proposals and invite interested researchers affiliated with Bavarian Universities and researchers affiliated with Higher Education and Research Institutions in the State of São Paulo, who are, in addition, Principal Investigators of ongoing research projects funded by FAPESP within the following support lines: Regular Research Awards, Thematic Projects, Young Investigators, or Research, Innovation and Dissemination Centers (CEPIDs/RIDCs), to submit research proposals for the exchange of researchers between the State of São Paulo and Bavaria, Germany, under the terms and conditions hereinafter set forth.

2. Purpose

The purpose of this Call is to define the conditions for submission of proposals for exchange of researchers from the State of São Paulo, Brazil, and from the Bavarian Universities, Germany, within the scope of the Scientific Cooperation Agreement between FAPESP and StMWFK. This Call for Proposals is being announced simultaneously by FAPESP and BAYLAT.

3. Eligibility

Researchers regarded as eligible to submit proposals within the scope of this Call are:

3.1 By FAPESP: Principal Investigators of ongoing research projects funded by FAPESP within the support lines: Regular Research Awards, Thematic Projects, Young Investigators, or Research, Innovation and Dissemination Centers (CEPIDs/RIDCs).

3.2 By STMWFK: Principal Investigators of Bavarian Universities that have an established cooperation with an Higher Education and Research Institutions in the State of São Paulo, Brazil or a Letter of Intent on that respect. The Research Projects should involve up-and-coming young scientist.

3.3 Proposals should include the names of the researchers from both the State of São Paulo and the UF and clearly state the mutual benefits of the collaboration.

6. Duration of the project for the exchange of researchers

The activities foreseen in this project must be start out within the timeframe of the main FAPESP research grant. The maximum duration of each project is 24 months, non-extendable.

7. Funding principles

7.1 FAPESP will provide funding of up to the equivalent to € 5.000,00 (five thousand Euros) per proposal per year and BAYLAT will provide funding of up to € 5.000,00 (five thousand Euros) per proposal per year, for the period established in the award, to cover reasonable research-related expenses including workshop realization expenses and mobility expenses, under the provisions of Clause 6 of the Agreement between FAPESP and STMWFK (www.fapesp.br/6895 and www.fapesp.br/en/6896).

7.2 FAPESP will provide the selected proposals with funds for workshop realization, travel (air tickets), health insurance and living allowances for researchers from the State of São Paulo that will visit Bavaria, Germany.

7.3 BAYLAT will provide the selected projects with funds for workshop realization, travel (air tickets), health insurance, and living allowances for researchers from Bavaria, Germany, visiting the State of São Paulo.

8. Proposal characteristics

Each proposal, submitted in English, shall contain:

8.1 Research Proposal form and Researcher’s Registration form.

8.2 The proposals submitted to FAPESP shall be accompanied by an abstract in Portuguese, whereas the proposals submitted to BAYLAT shall be accompanied by an abstract in German.

8.3 Summary of the CV of the Principal Investigators and collaborating researchers on both sides, FAPESP and Bavarian Universities/BAYLAT (bio sketch instructions at www.fapesp.br/en/6351).

8.4 Budget worksheets specifically designed for this Call (please enclose detailed budget according to FAPESP standards – worksheet available for download at www.fapesp.br/chamadas/budget/BUDGET-FAPESP-BAYLAT-08-2012.xlsx ).

8.5 Research project with a maximum of ten (10) pages of scientific content, including the following items:

8.5.1 Summary of the project to which the proposal is related, including current and expected results;

8.5.2 Description of which lines of activity of the ongoing project of the PI in São Paulo, Brazil, related to the proposal will benefit from the exchange;

8.5.3 Description of which lines of activity of the ongoing or proposed project of the PI in Bavaria, Germany, will benefit from the exchange.

8.5.4 Description of each researcher and institution involved on the State of São Paulo and Bavaria sides;

8.5.5 Description of the expected academic gains for the project as a result of the proposed cooperation, emphasizing their singularity and specificity;

8.5.6 Details of the activities foreseen in the exchange, objectively described, including justification and relevance, and the definition of the corresponding performance indicators. The role of the technical team from the executing institution must be explained;

8.5.7 Description of infrastructure and financial resources available for developing the research project in São Paulo, Brazil, and in Bavaria, Germany, excluding the mobility expenses requested in the proposal;

8.5.8 Actions to add to the impact of the exchange in the research activity in the State of São Paulo and in Bavaria, Germany, by means of seminars, short courses, visits to other institutions that carry out research activities in cognate areas;

8.5.9 Timeline of each mission, provided that the total amount of missions per year do not surpass the funds stipulated in the seventh clause of this call for proposals;

8.5.10 Official document stating the formal commitment of the Bavarian University participate, guaranteeing the availability of the facilities and equipment to develop the project (for researchers in São Paulo this is already stated in the submission form that must be signed by the institution’s Director).

8.5.11 Official document stating agreement with the provisions of the cooperation agreement’s fifth clause, related to “Intellectual Property”.

9. Submission of proposals

9.1 Each proposal must be submitted before the deadline specified in section 5, both to FAPESP by the Principal Investigator from the State of São Paulo, Brazil, and to BAYLAT by the Principal Investigator from Bavaria, Germany.

9.1.1 The Research Proposal, described in item 8.5 must be in the form of one single 10 pages document written by the PI in the State of São Paulo, Brazil, and the PI in Bavaria, Germany;

9.1.2 Submissions to FAPESP must be in the form of a Regular Research Award related to the ongoing project (enter information in the field 6 of the FAPESP form for Regular Research Grant of the submission form). This grant must be exclusively directed to this call and abide to its rules. Submissions to FAPESP can only be accepted in print, via mail (not through the on-line system SAGe);

9.1.3 Submission to BAYLAT must be in the form of a financial award for research, in all areas of knowledge. This grant must be exclusively directed to this call and abide to its rules. Submissions to BAYLAT can only be accepted in print, via mail.

9.2 Proposals not received by both Parties before the deadline or not in conformity to the specifications herein will not be reviewed.

9.3 Each Party will select the proposals according to their own procedures.

9.4 Only the proposals selected by both Parties will be funded.

9.5 No proposal will be accepted after the closing date for submission, nor will any addendum or explanation be accepted, unless those explicitly and formally requested by FAPESP or BAYLAT.

9.6 Submission must be sent to:

9.6.1 On the FAPESP side: all proposals either related to grants processed via FAPESP’s electronic system (SAGe), or not, shall be sent to FAPESP in paper copy, to the following address:

9.7 Proposals submitted by any other means will not be accepted.

10. Analysis and selection

10.1 The process of analysis, qualification and selection of the proposals received at FAPESP will be carried out by an ad hoc committee especially appointed by the Foundation’s Scientific Director

10.2 BAYLAT will convene a similar ad hoc committee to consider proposals received at BAYLAT.

10.3 The proposals will be pre-qualified and, subsequently, reviewed by way of a competitive process which will evaluate the merit and relevance of the project and the academic excellence of the candidate, the relation of the proposed project to the researcher’s ongoing project funded by FAPESP, and the interest of the institution that will host the researcher.

10.4 Proposals which do not comply with the terms of this Call for Proposals will be considered “not qualified”.

11. Result of the analysis

Final results will be announced on FAPESP (www.fapesp.br) and BAYLAT web portals (www.baylat.org) and by means of a communication to the interested parties.

12. Contract for selected projects

12.1 The selected proposals will be the subject of a research agreement in writing to be signed by FAPESP and the Principal Investigator in São Paulo and an agreement between the Principal Investigator and BAYLAT .

13. Grant cancellation

FAPESP may cancel funding if, during grant implementation, a fact is of sufficient gravity to justify cancellation, at the Scientific Board of Directors’ discretion, without prejudice of any other appropriate actions.
