With the aim of stimulating participation and attachment of post-doctoral fellowship holders to thematic projects, in addition to refining and streamlining the routines relating to the indication and selection of Post-Doctorate fellowship holders attached to thematic projects, FAPESP’s Scientific Directorate instituted, beginning on 1 January 2008, the possibility of the request for and the awarding of the Post-Doctoral Fellowship as an integral part of the budget of Thematic Projects.

PD Fellowships may continue to be applied for in specific proposals, following the traditional procedures of this Foundation.

In both cases FAPESP’s rules for the Post-Doctoral Fellowship Program, as described at www.fapesp.br/bolsas/pd, need to be observed.

The procedures for the applying for and the awarding of PD Fellowships, from 1 January 2009, are:

1) Fellowships attached to Research Awards for Thematic Projects may continue to be applied for in specific proposals, following the traditional procedures of this Foundation.

2) Selection of PD Fellowship candidates by the Researcher in Charge of the Thematic Project.

  • 2.a) The proposal of Research Award for a Thematic Project may be included as an item in the proposed budget as a quota of PD Fellowships, indicated in the corresponding field of the initial application form.

  • 2.b) Each PD Fellowship application should be presented along with the Research Project and attached to this, a Plan of Activities (4 pages or less) for each fellowship candidate.
    • i) The Plan should indicate the name of the Supervisor of the applicant, and this Supervisor should be one of the Principal Researchers on the Project.

  • 2.c) The Plan of Activities should contain:

    • i) Title,
    • ii) Name of the Supervisor,
    • iii) Institution Headquarters,
    • iv) Summary,
    • v) Description of Objectives,
    • vi) Work Plan including Methodology and Chronogram of expected results, and
    • vii)Justification for the Plan in terms of the objectives of the FAPESP PD Fellowships Program, described at www.fapesp.br/bolsas/pd.

     

  • 2.d) In the evaluation of the proposal for Thematic Project Research Award, the application for the quota of PD Fellowships will be analyzed in the light of the Plan of Activities presented and its adherence to the objectives of the FAPESP PD Fellowship Program, mentioned above.

  • 2.e) It is the responsibility of the Researcher in Charge of the Thematic project to organize the selection process of fellowship candidates through the appropriately advertised selection process in media of high international visibility in the scientific area and also on the FAPESP site at www.oportunidades.fapesp.br.

    • i) The selection, admittance, the cancellation and the replacement of fellowship holders is the total responsibility of the Researcher in Charge of the Thematic Project, who should strive to respect the norms of FAPESP described in www.fapesp.br (Type of Support>Regular Line>Fellowship in Brazil>Post-Doctorate) 
  • 2.f) To release the fellowship funds, the Researcher in Charge of the Thematic Project should enter into the SAGE system, under “fellowships awarded as budgetary item”, the information on the fellowship holder selected, as well as on the selection process. It is up to the Scientific Directorate to ratify the selection process. Where the selection process is ratified, a Sage process will be especially activated for the payment of the fellowship holder and to track his or her activities.

    • i) For the ratification of the selection process, the Researcher in Charge of the Thematic Project should send to FAPESP the copies of the international advertisement and the account of all the candidates who participated in the selection process, together with their career histories and the justification for the choice of the candidate indicated. This material should be accompanied by:
      • (1) Career History of the Fellowship applicant;
      • (2) Career History of the Supervisor
      • (3) Researcher Registration of the Fellowship candidate indicated;
      • (4) Researcher Registration of the Supervisor;
      • (5) Certificate of the conclusion of the Fellowship candidate’s doctorate;
      • (6) Appraisal of the ethics commission in the case of research involving experimentations with human being or animals or environmental risks (chemical waste). This may be submitted later, although before the conclusion of the analysis. A possible award is conditional upon the presentation of this document.
      • (7) Quality certificate in biosafety if the research involves genetically modified organisms. This may be submitted later, although before the conclusion of the analysis. A possible award is conditional upon the presentation of this document.

      • (8) Authorization of CNEN, if the research involves radioisotopes or radioactive material. This may be submitted later, although before the conclusion of the analysis. A possible award is conditional upon the presentation of this document.
      • (9) Proof of unpaid leave of absence or resignation for candidates in employment. This may be submitted later, up to the date of confirmation of interest, in the case where a fellowship is awarded.
      • (10) If the candidate is a foreigner, a copy of the permanent or temporary visa compatible with the proposed activity. This may be submitted later, up to the date of signing the Terms of Award, in the case where a fellowship is awarded.

     

  • 2.g) After the ratification of the selection process,

  • 2.h) For each fellowship holder there will be a Plan of Activities, referred to in item 2.a, which should consist of an Annex of the Annual Scientific Report of the Thematic Project, together with the items mentioned in 3.b, below. The selected candidate will only be permitted to begin his or her activities after signing and dating his or her agreement with the implementation of the Plan of Activities referred to in item 2.a.

  • 2.i) In the case of the fellowship being cancelled on FAPESP’s initiative, it will not be permitted to transfer the resources corresponding to the cancelled fellowship to another area of the budget.

3) Oversight of the fellowship holders

  • 3.a) It is the Supervisor’s responsibility to oversee the fellowship holders performance. It is up to the Supervisor, where necessary, to remove and replace, through the selection process as described in 2.e), in time so as to avoid greater damage to the project, any fellowship holder whose performance is not satisfactory.

    • i) In this case it is up to the Researcher in Charge to immediately inform FAPESP so that payment to the ex-fellowship holder can be halted.

     

  • 3.b) Respecting the value established in the Terms of Award for PD Fellowships, and the formal requisites for admittance, the Researcher in Charge of the Award is permitted to replace the fellowship holder.

    • i) To select a substitute candidate the procedure specified in items 2.e), 2.f) and 2.g) of these regulations should be followed.
      • (1) Alterations of this nature should be described and justified in the section of the Thematic Project Annual Scientific Report, relating to PD Fellowships.

     

  • 3.c) In the initial award, the period of the fellowship’s duration may be up to 24 months. There may be a renewal for two more periods of up to 12 months each period, totaling, at the most, 48 months of duration. The period of the fellowship cannot exceed nor not coincide with the period of the term of the Thematic Project to which it is attached, as described in the norms at www.fapesp.br/bolsas/pd.

  • 3.d) The fellowships awarded on a substitution basis will run for the remaining term of the previously awarded fellowship.

  • 4) Reports on fellowship holders’ performance and Submission of Accounts

    • 4.a) The Researcher in Charge of the Thematic Project, should organize the documentation relating to the reports from all the fellowships awarded, cancelled and replaced during the period of project’s term for submission to FAPESP in the Annual Scientific Report of the Thematic Project.
    • 4.b) The Annual Scientific Report of the Thematic Project, to be submitted by the Researcher in Charge in agreementance with the norms for each type of Award, should contain in a separate Appendix:
      • i) Spreadsheet with a complete list of the fellowships awarded, containing the period of the term and the title of the Activity Plans referred to in item 2.a, above, and the names of the individuals who received the awarded fellowships.
      • ii) Description of the selection process containing a copy of the documents relating to the publicity and the selection process of the fellowships.

     

  • 4.c) The Fellowship Scientific Report should be entered into the Sage process to which the fellowship is attached and follow the FAPESP norms for PD fellowship reports, described at www.fapesp.br/materia/290, and:

    • i) It should include the Supervisor’s appraisal of the performance of the fellowship holder and his or her contribution to the objectives of the project and an explicit statement from the Supervisor and the Researcher in Charge on the possible extension of the term of the fellowship.
    • ii) It should be submitted together with the Annual Scientific Report of the Thematic Project to which it is attached.
      • (1) In the event the start of the fellowship holder’s activities do not coincide with the time for the submission of the annual report of the Thematic Project, the first Scientific Report of the fellowship holder should be submitted along with the annual report of the Thematic Project, if it is 6 or more months since the award, or together with the annual report of the following year, if the fellowship was awarded more than six months after the initial award of the Thematic Project or of the last report. Since it is a fellowship tied to the project, it will be analyzed alongside the Thematic Project report itself.
