SPRINT - 3rd Edition 2016: Guidelines Fonds de la Recherche Scientifique - FNRS

Specific requests for proposals submissions from researchers of the FNRS

FAPESP and F.R.S.-FNRS, signed a Cooperation Agreement for Research on August 18, 2015, aiming to implement scientific and technological cooperation between researchers from the F.R.S.-FNRS, and from the State of Sao Paulo, Brazil, through the funding of joint research projects.

Under the referred Agreement, as an action to promote such collaboration, FAPESP and FNRS make public this Call for Proposals for the exchange of researchers under the terms and conditions of the SPRINT 3rd Edition 2016 (www.fapesp.br/sprint/call32016) and hereinafter set forth.

1. Eligibility from FNRS side

1.1 Eligibility to submit proposals within the scope of this Call:

a. The applicant must be affiliated to a research institution from the Fédération Wallonie-Bruxelles that is eligible for funding from the F.R.S.-FNRS. The applicant should also:

b. be a permanent researcher of F.R.S. - FNRS (Chercheur qualifié, Maître de recherches or Directeur de recherches),

c. or hold a tenure track position (or an assimilated position including pending tenure track) within a research institution from the Fédération Wallonie-Bruxelles,

d. or be a permanent research staff member of a federal scientific institution or the ‘Ecole Royale Militaire’ in which case he can act as a co-promotor only.

e. A single applicant may only participate once in a consortium applying to this call.

The applicant should not have reached retirement at the starting date of the project. If the applicant reaches the age of retirement in the course of the project, he should precisely describe in the proposal how the handover will be managed.

1.2 Eligibility for the exchange activities within the scope of this Call:

a. This call is open to researchers, starting at the postdoctoral level, affiliated to the French speaking higher education universities/colleges, or research institutions of the FWB.

b. The proposals must aim to respect the principle of reciprocity with regard to academic qualifications of those who will take part in the exchange activities.

c. Eligibility of research partners in the State of São Paulo should observe the items 3.1 and 7.1 of FAPESP call (www.fapesp.br/sprint/call32016).

2. Fields of knowledge

This Call for Proposals invites research proposals in the following areas of cooperation:

- Natural and Life Sciences;

- Engineering;

- Social Sciences; and

- The Humanities.

3. Duration of the project for the exchange of researchers

The maximum duration of each project is 24 months.

5. Funding principles

FAPESP will provide funding of up to the equivalent of € 7,500.00 (seven thousand and five hundred euros) per proposal per year and FNRS will provide funding of up to € 7,500.00 (seven thousand and five hundred euros) per proposal per year, for the duration of the grant to cover research-related mobility expenses of up to 5 (x) approved proposals, under the provisions of Clause 5 of the Scientific Cooperation Agreement established by the Parties (www.fapesp.br/en/10265).

6. Proposal characteristics for F.R.S.-FNRS researchers

The proposal shall be composed of:

6.1 A Research Project having a maximum of five (5) pages of scientific content, written jointly by the Principal Investigator of the Host Institution in the State of São Paulo and the Principal Investigator at the
research institution from the Fédération Wallonie-Bruxelles. The Research Project must be written in English. One copy of the Research Project shall be sent to FAPESP. The Research Project must include the items included in the item 6.1 at www.fapesp.br/sprint/call32016.

6.2 The following additional documents required by the F.R.S.-FNRS:

a. Letter of Agreement of the Host Institution in the State of São Paulo to which the PI from São Paulo is affiliated. The same document is required by FAPESP in item 6.2.3 at www.fapesp.br/sprint/call32016. The Letter of Agreement may be delivered after the notification of results of this call for proposals and before the grant agreement signature.

7. Submission of proposals to FNRS

Procedure

The submission of proposals for bilateral agreement is performed via the Sémaphore platform (https://applications.frs-fnrs.be) and consist of two steps:

1) Completion of an administrative pre-form.

2) Completion of the full application form:

a. Research objectives, identity of the researchers from Belgium and from São Paulo, number of missions from each side.

b. Detailed description of the project by using the model document.

c. CVs of the participants: researchers from Belgium and from the State of São Paulo, co-Promotor (Co-Principal Investigator) of a FWB institution (if applicable), researchers from Belgium and form Sao Paulo for whom missions are requested (if known at the time of submission).

d. Letter of Agreement of the Host Institution in the State of São Paulo to which the PI from São Paulo is affiliated.

8. Result of the analysis

Final results will be announced on FAPESP (www.fapesp.br) and FNRS (www.frs-fnrs.be) web portals and by means of a communication to the interested PIs.

9. Contract for selected projects by FNRS

General rules and regulations of F.R.S.-FNRS apply: www.frs-fnrs.be.

10. Grant cancellation

FNRS may cancel funding of a FNRS researcher, if, during the grant timeframe, a fact is of sufficient gravity to justify cancellation, without prejudice of any other appropriate actions.
