FAPESP-DFG call for research proposals

Selection of research proposals under the terms of the Agreement between the Fundação de Amparo à Pesquisa do Estado de São Paulo, FAPESP, and the Deutsche Forschungsgemeinschaft, DFG


1. INTRODUCTION

FAPESP, the São Paulo State Foundation for the Promotion of Research, and DFG, Deutsche Forschungsgemeinschaft, announce this Call for Research Proposals and invite researchers, from higher education and research institutions in the State of São Paulo, Brazil, and researchers and research groups from Germany to submit research projects under the aegis of the Agreement between FAPESP and Deutsche Forschungsgemeinschaft.


2. OBJECTIVES

This call aims at strengthening the cooperation between researchers and research groups in Germany and in the State of São Paulo in Brazil. It specifies the conditions for the submission of fundamental and applied research proposals. The selected proposals will be awarded research grants under the terms of the Agreement between FAPESP and DFG.


3. THEMES OF INTEREST

Proposals submitted in response to this Call for Research Proposals can be in any field of science.


4. ELIGIBILITY

Proposals can be submitted to FAPESP by researchers with a doctorate degree from higher education and research organizations in the State of São Paulo, Brazil, and by researchers or research groups in Germany to the DFG.


5. SUBMISSION OF PROPOSALS

All proposals submitted to this Call for Proposals must have a counterpart in the convening organization. Before the analysis and selection procedures, FAPESP and DFG will match the list of received proposals and only the ones which have a specified counterpart will be analyzed.

(DFG recommends to the German researchers who intend to submit a proposal to contact Dr. Halm by e-mail or phone before preparing a proposal (see contact directions under item 14)).

After the deadline for submission no more proposals will be received and no addendums will be accepted.


PROPOSAL GUIDELINES

The proposals must be submitted by the São Paulo researcher to FAPESP and by his German partner to the Deutsche Forschungsgemeinschaft simultaneously. Each agency will proceed to the selection of the proposals according to their systems and methods of analysis.
FAPESP and DFG will accept two types of proposals:

I) Type I: Regular Proposals.

II) Type II: Pre-proposals for Thematic (FAPESP)/International Research Training Groups, IRTG (DFG).

Proposals will be accepted form a given proposer only in one of the Types mentioned above.

I) Type I: Regular Proposals. The Brazilian proposals should be presented to FAPESP as Regular Research Grants Proposals. The German proposals should be presented within the regular DFG programmes for research grants.

In addition to the usual documentation specified by FAPESP for the researcher in São Paulo submission, and by DFG for the proposals submitted in Germany, the proposals must include a document with four or less pages, signed by the Brazilian and German Principal Investigators addressing the following items:

  1. Specification of the German and Brazilian research partners, who are responsible for the corresponding proposals submitted to DFG and FAPESP, and their institutions.
  2. Demonstration of the academic benefits to be obtained from the collaboration and from the research partnership, as well as its singularity and specificity.
  3. Demonstration of which activities in the proposal will benefit from the collaboration.
  4. Detailing of which activities will be developed during the collaboration providing their detailed description, their justification and importance, defining the performance indexes, and the involvement of the institutional technical team.
  5. Description of the available infrastructure and other financial support to develop the research project.
  6. Additional actions intended to extend the interchange impact on the research activity in São Paulo and in Germany by means of seminars, workshops, institutional visits to organizations with similar research activities.
  7. Include an official document stating the commitment of the institutions (Brazilian and German), assuring the availability of equipment and installations for the project execution.

II) Type II: Pre-proposals for Thematic Projects (FAPESP)/International Research Training Groups, IRTG (DFG). In this type of submission it is not necessary to present a full proposal at this time. If the pre-proposal is selected, the Brazilian proposals should be presented to FAPESP as Proposals for Thematic Research Grants. The German proposals should be presented within the International Research Training Groups, IRTG.

Interested parties should present to FAPESP and DFG a pre-proposal containing:

  1. Specification of the German and Brazilian research partners, who are responsible for the corresponding proposals submitted to DFG and FAPESP, and their institutions.
  2. Demonstration of the evidence of already existing sound co-operation between the German and the Brazilian research partners in the past.
  3. A brief description (less than ten pages) of the collaborative research that will be undertaken justifying why it cannot fit into the Type I proposals requested in this Call for Research Proposals.
  4. Brief description of the motivation of the joint research and research training (e.g. complementary knowledge, integration of expertise).
  5. Demonstration of the academic benefits to be obtained from the collaboration in research and research training activities, as well as its singularity and specificity.
  6. Detailing of which activities will be developed during the collaboration providing their detailed description, their justification and importance, defining the performance indexes, and the involvement of the institutional technical team.
  7. Short description of the available infrastructure and other financial support to develop the research project.
  8. Additional actions intended to extend the interchange impact on the research activity in São Paulo and in Germany by means of seminars, workshops, institutional visits to organizations with similar research activities.
  9. In the submission to FAPESP, present:
    1. A filled form for Thematic Grants Proposals containing estimative budget values.
    2. A listing of the Principal Investigators that will participate in the proposal, accompanied by their curricular summaries (use the FAPESP form for “Súmula Curricular”).
  10. In the submission to DFG, present:
    1. A proposal according to the specifications available at http://www.dfg.de/forschungsfoerderung/formulare/download/1_303.pdf
    2. German researchers should contact the DFG-headoffice before submitting a Type II pre-proposal.

7. SELECTION CRITERIA

The analysis and selection of the proposals submitted to FAPESP will be carried through with the normal FAPESP procedure, using ad-hoc reviewers and the Area Coordinations.

The evaluation of the proposals submitted to DFG will be realized by the selection process of peer reviewers and review-boards.

The proposals will be qualified, analyzed and selected in a competitive process. This process will evaluate, amongst other items:

  1. The scientific merit, originality and the relevance of the proposal,
  2. The qualifications of the principal investigator and his team;
  3. The adequacy of the proposed budget as compared to the methods and to the expected results;
  4. The academic infrastructure offered by the hosting institution; and
  5. The impact of the proposal in the formation of young researchers.


8. NOTIFICATION

The final results will be communicated on the FAPESP Website (www.fapesp.br) and by a press release on the DFG Website (www.dfg.de). The interested parties will receive an official notification by mail.


9. EXECUTION

The approved proposals will be Addendum Terms of the associated projects in progress.


10. TERMINATION

The financial support by FAPESP can be terminated at any time during its implementation if events justify, as determined by the scientific director of FAPESP. This eventuality does not preclude other measures, legal or administrative, which may be warranted by the situation.


11. REPORTING

Each selected proposal will comply to the FAPESP or DFG norms relating to Scientific and Financial Reporting.
