Specific requests for proposal submissions from researchers at Columbia University
FAPESP and Columbia Global Centers | Rio de Janeiro signed a Cooperation Agreement for Research on December 19, 2017, aiming to implement scientific and technological cooperation between researchers from the Columbia University and from the State of Sao Paulo, Brazil, through the funding of joint research projects.
Under the Agreement, as a first action to promote such collaboration, FAPESP and Columbia make public this Call for Proposals for the exchange of faculty and postdoctoral researchers under the terms and conditions of the SPRINT 2nd Edition 2019 (www.fapesp.br/sprint/call22019) and hereinafter set forth.
1. Eligibility from the Columbia University side
1.1. Eligibility to submit proposals within the scope of this Call :
1.1.1. Full-time regular faculty members and all PI-eligible investigators at Columbia University
1.1.2. Only one application for each ongoing research project. Likewise, each PI can present only one proposal in response to this Call.
1.1.3. Proposals that include support for activities involving Ph.D. students are encouraged.
1.1.4. Priority will be given to projects that have institutional impact and include broad collaborations across the University.
1.1.5. Faculty and PI will be responsible for securing the matching funds for this grant within his/her School or unit of the University.
1.2. Eligibility for the exchange activities within the scope of this Call
a. Columbia University Ph.D. students, post-doctoral researchers, or full-time faculty members nominated by the PI and affiliated with the projects selected for funding under this Call.
b. The proposals must aim to respect the principle of reciprocity with regard to academic qualifications of those who will take part in the exchange activities.
c. Eligibility of research partners in the State of São Paulo should observe the items 3.1 and 7.1 of FAPESP call (www.fapesp.br/sprint/call42018). Respecting the principle of reciprocity, FAPESP will also accept the participation of Ph.D. fellows in scientific missions. The Ph.D. fellows must have an ongoing FAPESP fellowship during the planned exchange mission.

• Eligibility of research partners in the State of São Paulo should observe the items 3.1 and 4.2 of FAPESP call (www.fapesp.br/sprint/call12019).
2. Fields of knowledge
This Call for Proposals invites research proposals in all fields.
3. Duration of the project for the exchange of researchers
The maximum duration of each project is 24 months, non-extendable.

5. Funding principles
5.1. FAPESP will provide funding of up to the equivalent of US$ 10,000.00 (ten thousand dollars) per proposal per year and Columbia University will provide funding of up to US$ 10,000.00 (ten thousand dollars) per proposal per year, for the duration of the grant to cover research-related mobility expenses, under the provisions of Clause 5 of the Scientific Cooperation Agreement established by the Parties (en/11742).
5.2. FAPESP and Columbia will fund a maximum of 5 (five) approved proposals.
6. Proposal characteristics for Columbia researchers:
The proposal shall be composed of:
a. A Research Project having a maximum of five (5) pages of scientific content, written in English jointly by the Principal Investigator at the Host Institution in the State of São Paulo and the Principal Investigator at Columbia. One copy of the Research Project shall be sent to FAPESP and an identical copy to Columbia.
6.1 As described at www.fapesp.br/sprint/call22019, the Research Project must include the following items:
a. A substantive description of the exchange activities, emphasizing their relevance. The proposal must state clearly how the exchange activities to be carried out by each team will contribute to the ongoing research project funded by FAPESP and to the research being carried by the partner researcher at Columbia;
b. Detailed schedule of the exchange missions to be carried out by the partner team at the São Paulo institution and the São Paulo team at Columbia;
c. Performance indicators for the planned activities, indicating the expected results;
d. A description of each candidate’s contribution to the mission, explaining their expertise to carry out the foreseen activities;
e. Foreseen actions that will add to the impact of the exchange for Columbia and for the Host Institution in the State of São Paulo, e.g. by means of seminars, short courses etc.;
f. Description of how the Principal Investigators in São Paulo and at Columbia intend to prepare a joint research project, resulting from the exchange activities developed from the proposal submitted in this Call, to be submitted to research funding agencies accessible in their regions in order to create a medium-long-term collaboration (up to one page).
6.2 The following additional documents required by Columbia:
6.2.1 As Columbia Faculty and PI will be responsible for securing the funds for this grant within his/her School or unit of the University, they should present a letter from the School stating that the funds are available. Columbia University will provide funding of up to US$ 10,000.00 (ten thousand dollars) per proposal per year, for the duration of the grant to cover research-related mobility expenses, under the provisions of Clause 5 of the Scientific Cooperation Agreement established by the Parties (en/11742).
6.2.2 A Letter of Agreement between the Partner Institution and the Higher Education and Research Institution in the State of São Paulo to which the PI from São Paulo is affiliated. The same document is required by FAPESP in item 6.2.2 at www.fapesp.br/sprint/call22019. The Letter of Agreement may be delivered after the notification of results of this call for proposals and before the grant agreement signature.
6.2.3 To ensure appropriate research compliance oversight, all proposals with Columbia faculty involvement must be reviewed by Sponsored Projects Administration (SPA) prior to submission to FAPESP and Columbia. Once Columbia faculty have developed a proposal with their Brazilian counterparts, they should submit this proposal to Lindsay Lutchmidat (lal2175@columbia.edu) from the New York Office of Global Centers. The New York Office of Global Centers will submit these proposals to SPA for review.

7. Result of the analysis
The results will be announced on FAPESP (www.fapesp.br) and Columbia (https://globalcenters.columbia.edu/content/rio-research) web portals and by means of a communication to the interested PIs.
8. Contract for selected projects by Columbia
Selected proposals will be subject to an award letter to be sent to each PI, the signing of which indicates an acceptance of terms and represents a legally binding contract. The award letter must include funding amount, duration of project, reporting requirements, and agreements between the Columbia PI and the Brazilian PI regarding intellectual property and inventions.
9. Grant cancellation
FAPESP or Columbia may cancel funding if, during the grant timeframe, a significant event justifies its cancellation in the assessment of the Joint Steering Committee, without prejudice of any other appropriate actions.
