SPRINT - 2nd Edition 2017: Guidelines University of New South Wales

Specific requests for proposals submission from researchers of the University of New South Wales

São Paulo Research Foundation (FAPESP) and the University of New South Wales (UNSW) signed a Cooperation Agreement for Research on February, 17 th, 2015, aiming to implement scientific and technological cooperation between researchers from the UNSW and from the State of Sao Paulo, Brazil, through the funding of joint research projects. Applicants are encouraged to submit funding applications for innovative and sustainable programs in the areas of science, engineering and technology built around collaborative research initiatives.

Under the referred Agreement, FAPESP and UNSW will call for proposals for the exchange of faculty and postdoctoral researchers, according to the terms and conditions of the SPRINT 2nd Edition 2017 (www.fapesp.br/sprint/call22017) and hereinafter set forth.

1. Eligibility from UNSW

1.1 Eligibility to submit proposals within the scope of this Call

a. Principal Investigators (PIs) on a project must be researchers holding a salaried appointment with UNSW and are only permitted to apply for one grant at any one time.

b. Applications are welcome from academic staff at all levels at UNSW.

1.2 Eligibility for the exchange activities within the scope of this Call

The following people in a proposal are eligible for exchange activities where relevant: UNSW Principal Investigators, Co- Principal Investigators, Associate Investigators and related postdoctoral candidates and PhD students.

Note:

  • The proposals must aim to respect the principle of reciprocity with regard to academic qualifications of those who will take part in the exchange activities.

  • Eligibility of research partners in the State of São Paulo should observe the items 3.1 and 4.2 of FAPESP call (www.fapesp.br/sprint/call22017).

  • Considering the principle of reciprocity, FAPESP exceptionally may either support PhD students from São Paulo state to take part in the scientific missions. In this case, the PhD student(s) must have an ongoing FAPESP fellowship during the planned exchange mission to the partner institution.

Fields of knowledge

Research proposals are invited from all fields of science, technology and engineering.


3.
Duration of the project for the exchange of researchers

Grants should be spent within the period indicated in the project submission or, as a maximum, within 24 months of receipt of funding.

5.
Funding principles

5.1. FAPESP will provide funding of up to the equivalent of AUD $10,000.00 (ten thousand Australian dollars) per proposal per year and UNSW will provide funding of up to AUD $10,000.00 (ten thousand Australian dollars) per proposal per year, for the duration of the grant to cover research-related mobility expenses, under the provisions of Clause 5 of the Scientific Cooperation Agreement established by the Parties (www.fapesp.br/en/9362)

5.2 FAPESP and UNSW will fund a maximum of 03 approved proposal.

5.3 Allocation of funding:

FAPESP will provide funding for researchers from the State of Sao Paulo, Brazil to visit UNSW at either its Sydney or Canberra campus in Australia. UNSW will provide funding for researchers from UNSW, Australia to visit the campus of universities in the State of Sao Paulo in Brazil.

5.4 Activities eligible for funding:

a. Academic mobility between Sydney/Canberra and the State of Sao Paulo

b. Travel expenses (e.g. economy class airfare, train, rental car, etc)

c. Partial costs for hosting a seminar/conference or workshop

d. Accommodation

5.5 The following restrictions apply on the use of funding listed in Section 5 of the SPRINT CFP 2nd
Edition 2017:

a. Airfares: only economy class tickets will be funded

b. Accommodation: a maximum of two weeks at up to AUD$250 per night

c. Meals and incidentals: a maximum of AUD$100 a day per person

d. Conference/workshops: costs to hold conferences or workshops shall not exceed 50% of the overall budget (excludes travel and accommodation of participants).

5.6 Applications Activities that will not be considered for funding:

a. An individual staff member’s research projects, unless as catalytic funding for the establishment of an international research collaboration with the prospect of external funding;

b. Website development;

c. Salaries or salary supplementation or honorarium;

d. Scholarships for students;

e. Course fees for international students;

f. Entertainment costs;

g. Computers, including laptops & iPads (excluding access to high-performance computers or other specialized applications that are justified against the project) and basic computing facilities such as printers, word processing and other standard software).

5.7 Supplementary Funding:

Project budgets may be supplemented by funding from other sources. This may be declared in the application and is encouraged in cases were the project costs would be expected to exceed those applied for under this scheme.


6.
Submission of proposals to FAPESP

All applications will be submitted to FAPESP following the requirements outlined in the SPRINT Call for Proposals 2nd Edition 2017. Completed applications will include:

a. Research Project proposal (max. 5 pages – include all items described in section 6.1 of the SPRINT CFP 2nd Edition 2017)

b. FAPESP Research Proposal Form

c. Researcher Registration Forms (to be filled in exceptionally in Portuguese by the Sao Paolo PI and all candidates for the exchange activities – see item 6.2.2b of the SPRINT CFP 2nd Edition 2017)

d. CV summaries of the PIs from both Parties and of each mission candidate on both sides

e. Budget Forms (with requested funding for the team from the state of Sao Paolo) [Note: The UNSW PI should provide budget details for requested funding from UNSW in Australian dollars at Question 9 of the FAPESP Research Proposal Form)

f. Worksheets (outlining candidates for the exchange missions from each Party)


7.
Submission of proposals to UNSW

a. The proposal must be submitted according to the deadline stated above, both to FAPESP by the Principal Investigator from the State of São Paulo and to UNSW by the UNSW Principal Investigator. The project submitted to FAPESP and to the prospective partner institution must be identical, one being a copy of another.

b. Proposals submitted to only one Party will not be eligible.

c. No proposal will be accepted after the closing date for submission, nor will any addendum or explanation be accepted, unless those explicitly and formally requested by FAPESP or UNSW.

d. UNSW PIs should send a full copy of the completed FAPESP Research Proposal Form, and all of the required supporting documentation as outlined above, to research.partnerships@unsw.edu.au

e. All sections of the Proposal should be submitted in English, other than the Researcher Registration Forms. Refer to instructions in SPRINT Second Edition 2017 for further details re completion of the Researcher Registration Form.


8.
Result of the analysis

Final results will be announced on FAPESP (www.fapesp.br) and UNSW websites and by means of a communication to the PIs.


9.
Contract for selected projects by UNSW

The Principal Investigator for selected proposals will be required to complete an Acceptance of Funding Form, which will be provided by the Grants Management Office.


10.
Grant cancellation

10.1 If circumstances change and a PI leaves the project, the UNSW PI should contact the Research Strategy and Partnerships Office as soon as the change occurs. All changes will need to be approved and documented.

10.2 Grants which have not been spent by the due date will be transferred back to the Division of Research so that unspent balances can be re-allocated, unless otherwise previously approved in writing by the Pro Vice-Chancellor (Research).


11.
Financial and Reporting Obligations

Recipients will be required to submit a final report within three months of completion of the project. A report pro-forma will be sent to successful applicants. The report should include an outline of the outcomes of the project, an indication of the project’s sustainability, a summary of lessons learned in undertaking the project and a detailed acquittal of funds as required by University policy. Applicants who fail to submit a final report by the 3-month deadline will not be permitted to submit future applications.
